Job Summary:

Position is responsible for the planning, design, development and accomplishment of new construction and rehabilitation capital projects, non-capital renovation projects and campus planning activities for Miami University. The work involves coordination with various University departments and committees, the Ohio Facilities Construction Commission and other governmental agencies, associate architects and consulting engineers, specialty consultants and construction firms. The position oversees architects, engineers, project managers, interior designers, planners, and construction administrators. Perform other duties as assigned.


Duties/Physical Demands:

1. Leadership-Management-Relationship with Superiors – provides direction, focus, guidance, support, prioritization and oversight for managerial staff; develops and implements programs, policies, processes and procedures that result in high levels of organizational performance and effectiveness; keep superior informed; be responsive to directives from superiors; support the unit, departmental, and institutional goals
2. Planning – develops, coordinates and administers long and short-range campus planning. Oversee facility space management and utilization, defines scope of work for projects and develops programs of requirements and other tasks to include special studies involving technical investigation and analyses; recommends solutions to unique planning, engineering and administrative problems as may be required by the Associate Vice President of Facilities Planning & Operations and/or the Select Committee on Campus Planning and the Space Utilization Group. Coordinates development, production, and submission of the Capital Improvement Plans.
3. Design and Pre-construction – oversee process evaluating each scope of work to determine the most cost effective and efficient means to deliver the project. Leads and coordinates the selection process for architects, engineers, design-builders and/or any necessary consultants required for project execution. Negotiates fees, prepare and administers contracts. Guides development of architectural concept, integration with site, and provides aesthetic critique during schematic design evolution. Assist the Committee on Campus Planning with reviewing, updating, modifying as appropriate and maintaining the Campus Planning Guidelines. Review and interpret building codes and other regulatory agencies' requirements relating to project work. Works directly with architects and engineers and arranges meetings with various committees and individuals in the development of plans and specifications. Ensures preferred architectural and engineering design features are incorporated and that preliminary drawings are thoroughly coordinated and reviewed by all involved agents of the University. Arranges for review of working drawings and gains final approval to include estimated cost/approved project budget from the Physical Facilities Department before plans and specifications are finalized.
4. Construction – leads the team to monitor projects during the construction phase and works directly with the construction administrators, the design team, and architectural and engineering inspectors to assure that plans and specifications are followed. For time and material projects, inspects work to ensure specifications are being followed and that quality work is appropriate. Provides final inspections and acceptance of the completed project and ensures all deficiencies in construction are duly corrected. Ensures that all structural changes and other modifications are recorded in the master chart files. Arranges regular meetings of Contractors, Architects, Engineers and Inspectors to establish work schedules and to resolve construction problems.
5. Administrative Reporting – prepares construction status reports for the University's administration and the Board of Trustees. Ensures the team maintains appropriate building construction files in accordance with the University’s standard operating procedures. Responsible for maintaining currency of as-built drawings, plan specification files and the Building Construction Standards Manual.
6. Quality Control – provides continuous follow-up on building deficiencies to ensure that corrections are acceptable. Establishes protocol to monitor the status of projects during the one-year warranty period following completion to ensure deficiencies developing within this period are corrected by Contractors concerned. Tracks appropriate Key Performance Indicators to monitoring safety, quality, cost, and efficiency.
7. Continuous Improvement – promotes continuous improvement through lean programming; expects a high level of participation throughout all employees in Planning, Architecture, and Engineering (PAE) in lean initiatives; expects PAE employees to develop and submit continuous improvement ideas on a regular basis; establishes a culture seeking improved service levels with the same or fewer resources


Minimum Qualifications:

Bachelor’s degree in Architecture, Engineering, Planning, Construction Management or related field, and at least five years of full-time experience. Professional Registration as an architect or engineer in the State of Ohio is required; or the ability to obtain within the first year of hire.

Desired Qualifications:

Thorough knowledge of the Capital Planning process, as administered by the State of Ohio, is preferred. Experience in using e-Builder and FM Systems is preferred.
