Job Summary:


You as our new Manager, Application Development would be responsible for teams that design, develop, implement and support institution software applications key to the University's strategic success.

The Manager, Application Development reports directly to our Assistant Vice-President of Solution Delivery.


Duties/Physical Demands:

You will manage two or three teams of five to six individuals executing a wide array of projects using object-oriented languages, integration, and SaaS applications and tools. These teams will deliver high-quality solutions for institutional units and stakeholders.

1. Provide consistent, decisive leadership to those providing application development services; clearly communicate the Solution Delivery vision and provide staff with guidance to ensure solution quality and efficiency and support the requested technology solutions.

2. Establish goals and objectives for the application development teams and ensure they are aligned with university goals and objectives. Create a trusting environment with quality interactions between the team members and support the team in achieving their (personal, Team, and organizational) objectives.

3. Be the process lead and champion for your teams by supporting them in optimizing their development and work processes. Ensure that the organization realizes value from Team activities that are purposeful and effective.

4. Build effective relationships and partnerships with stakeholders through effective communication and collaboration. Clear obstacles so they can focus on their mission.
5. Provide solutions, guidance, and support to your teams in areas that are beyond the reach of a self-organized team by engaging with and finding mutually beneficial solutions with team leads, project and product owners, division leads and other IT Services leads.
6. Establish mutually beneficial individual and team metrics and communicate results in a regular cadence to foster ownership of individual and team success.
7. Set expectations with teams in partnership with the Scrum Masters on the benefits that Scrum provides to augment self-organization; time boxing to limit risk, focused efforts, cross-functional collaboration, releasable results, and validated learning.
8. Embrace and drive continual improvement activities. Undertake internal and external strategic, tactical and measurable improvement activities leading to breakthroughs in short and long-term benefits and performance of products, services, or processes.


Minimum Qualifications:

Bachelor’s degree in Computer Science, Information Technology Administrative/Management or a related field earned by date of hire and 3 or more years of relevant experience.

• Ability to work with a wide range of academic and administrative project owners across multiple institutional organizations.
• Ability to implement, enhance and coach Scrum/Agile principles, techniques, and frameworks
• Ability to lead engagements with customers to understand, troubleshoot, negotiate and resolve reported conflicts, problems, and issues.
• Programming experience or demonstrated familiarity with technical concepts and logic
• Ability to research, explore, and experiment with new programming techniques, products, and technologies.
• Verbal and written communication skills; including communicating with technical and non-technical clients, and with clients and staff at all organizational levels
• Able to be a culture champion by making room for learning from failure and fostering an environment which enables the cultural changes necessary to give your teams the opportunity to flourish.
• We are looking for an individual who is a servant leader who puts the needs of the employees first and helps people develop and perform as highly as possible.
• Knowledge of web application development, multiple current industry programming languages, and client/server development
• Knowledge of relational database management systems in application development
• Knowledge of UNIX/Linux and desktop operating systems
• Knowledge of higher education or business administrative functions and common systems
• Formal training or certification(s) in project management techniques
• Formal training or certification(s) in Scrum/Agile techniques and framework
